Yes you can attend counseling in spite of your marks/percentile. But the colleges that you will get wouldn't be so good. You will have to try through several quotas including vacancy and institute level rounds. According to the elligibility criteria, it's just the 12th standard marks that matter.
The cutoff is generaly 60 marks. So yes you are eligible to sit for the counselling procedures. During the process you will alotted a college according to your rank. You have fair chances.

thanks for asking your query,as per your performance in jee mains 2019 you have less chances to get Nagrota Bagwan or Sundernagar in mechanical branch.Therefore i would suggest you to go for other private engineering colleges .

Hey Abhinav chouhan, with 50 percentile in JEE MAINS 2019 and 95.4% in class 12th, you can easily get admission in HPCET. As the cut-off for HPCET for general category students are 15% in Jee mains and 55% in class 12th. And for resevere category, the jee Mains score should be 10% and 50% in 12th Boards
