Himachal Pradesh University had conducted its entrance test for masters in rural development on 21st may 2019. Only if you have appeared for that test will be eligible to apply for their program. Or else I am sorry to say you cannot reply for that University anymore. The dates are closed as of now. If you want to confirm I would recommend you to write an email asking them for a single vacancy. If there is any development they will let you know.
