No You won't be able to join even OTA, the official notification for CDS2020 2 us yet to be declared but as per the notification in CDS 2 2019 the candidate should not born before 2 July 1995 SO on a similar patter this year it would be 2nd July

Yes , offcourse you can pursue in hindi medium from many universities .
But my suggestion would be to do it english medium , as some laws are only easy explained in English and it would be tough translating the whole thing in hindi with meaning of it

But I would prefer you to talk and communicate in English. It adds a good impression and gives you extra points. Perfect English is not necessary.
