B.A hons. Political Science will majorly focus on Political Science subject whereas only studying B.A political Science, you will study all the subjects in equal proportions. The college also works to enhances your skills. I would say Choose your area of interest. Scope wise both (hons. And non hons.) are quite competitive.
Talking about UPSC, it covers all the aspects of every subject you are opting for. Considering this, B.A Political Science would be a better course to choose for as it will cover all your subjects equally rather than just focussing on Political Science.

If you change your stream from Science to arts, (B.A programme) then there will be a deduction of 2.5% from your best of four aggregate.
So your best four percentage is 89.50% , after deduction it will be 87%. so, yes youre still eligible to take admission in B.A programme (history +English) in sri aurobindo College evening shift.

The eligibility criteria to get admission to BA (Hons) Political Science is that a candidate must have passed 10+2 with minimum aggregate of 45% marks in the qualifying examination.
Merit is determined based on the marks scored in one language and three best academic/elective subjects as specified in List A and List B. Considering this you can include the marks scored in English and any three subjects mentioned below
You need to select any three which has the best score. There will not be any deductions as the above mentioned 4 subjects are listed in List B. Deduction is applicable if the subjects which are not listed in list A and List B are taken in to consideration to calculate the best four.

A student can only go for BA courses provided if he/she have passed 10+2 examination. Now as you didn't have qualified 10+2 then you aren't eligible for the course. As you have diploma you can join courses like BTech through lateral entry (if you have diploma in engineering) but you can't take admission to BA/BSc/BCom courses.
