According to last some years cut offs sorry to say but you have very very low chances of getting admission into any government college for agriculture or horticulture too. The cut off ranks for government colleges are generally near to 3000 to 4000 rank approximately for 3A category
As the rank scored by you in the entrance examination is a decent one and as you have also mentioned that you belong to the category which will be helpful while securing admission and definitely you can take the agricultural and horticulture field as the demands are also increasing
