For MHTCET, the eligibility criteria states that the student need to score atleast 45% in 10+2, in the Physics, Mathematics as compulsory subjects in addition with any of the subjects Chemistry/ Biotechnology/ Biology. For SC/ST candidate, the passing marks for 10+2 is 40%.
So you are eligible for the MHTCET examination. The score required for the BTech varies from the college to college and the ranks corresponding to the score changes every year. So based on the college you are expecting to take admission in, you need to score the definite score. I would suggest you not to focus much on this, instead focus on scoring the best you can do.

Yes it is true .
Many college at the time admission collect their students documents for their course time period.
They take HSC certificate, domicile certificate and etc . So before admission just make sure that you have all your documents Xerox copy . Which you can use it when you need .
don't worry about that they will give all your documents after course completion and if someone already submitted their documents they can ask for documents in college when they need it . College will provide you some Xerox copy of it.

The minority quota is given to underprivileged community of the state. It is not related to your academic performance. If you are eligible, you can avail it and pursue your graduation.
It is the responsibility of the state norms to check and verify if the applicant is eligible to issue the certificate.
The certificate is valid throughout the country mentioning the community name. To get admission through Tamil Minority, you need to upload/provide all supportive documents which will be verified in background.

IITs (Indian institute of technology) are top first tier colleges of India. The eligibility criteria is as follows:
As you have mentioned you got 69% in class 12th board, you might not be eligible for admission even if you clear JEE Advanced with good rank.
But you can go for top state level colleges and IIITs by checking eligibility of each. For taking admission in NITs also needs minimum 75% in class 12th.
