Hey! The CBSE hasn't given any limit for the gap between your 11th and 12 grades. Anyone who is between the age of 17 and 25 and has scored qualifying marks in their 12th boards examination is eligible to sit for the NEET examination.
A lot of students do repeat their 12th grade board examinations in order to get a better score or to get qualifying marks ( i.e. 50% ) and the CBSE is quite accommodating for that.
So to answer your question yes one is eligible for NEET 2021 even with a gap of 2-3 years between their 11th and 12th grade as long as they fulfil the above mentioned criteria.

From this year, that rule has been eradicated for NITs and IITs. It means that you need not be in the top 20 percentile to get admission in NITs and IITs, all you need to do is crack the jee examinations. But top 20 percentile means that you'll have to be one of the top 20% students of your board.

The minimum eligibility for admission in MBBS courses in Russia says that the student should have secured a minimum of 50% ( aggregate of Physics, Chemistry, Biology) to get admission in any MBBS course in Russia.
So I think it might be difficult to get admission in Russia.

If you are giving your exam through NIOS, then you will have to opt for a different code during application. Your qualification code would be 02. You will have to mention your board as NIOS. After doing so, you will probably be not asked to produce leaving certificate. However, if you receive a certificate from NIOS after qualifying the exam, then you will have to produce it during the time of admission which will serve as a proof that you had answered through NIOS.

The terminal or the internal tests conducted before your boards (which is probably out of 20 marks) is included in the final marksheet of your board exam. Basically, boards are out of 100 marks, out of which 20 marks are scored in the internal or the mid term tests that you have and remaining marks are for theory and practical you answer during boards. Note that, your prelims marks do not really matter for boards. It is just for your practice and to prepare you for boards.

Admission to BPT can be made without neet too. There are institute specific examinations too like IPUCET,LPUNEST etc
Since you have score above 50% marks you are eligible to give these exams.
Only some states like Maharashtra gives admission for BPT on the basis of NEET marks.
