I don't know if you are in top 20 percentile or not, but if you have Maths as the subject, and score good in JEE, then you can get into IIT, NIT.
And yes you are eligible for NEET as you have scored more than 50% and if you have Biology as a subject.
Also 12th marks are not a big deciding factor. If you score good in Competitive exams like NEET or JEE, then you can definitely get a good college. But yes priority is given to the one with more marks in Class 10th and 12th.

I understand that, but for getting into medical courses, you should have 50% marks in your HSC exam.

When you apply for the revaluation, you do get photo copies of your answer sheets of the chosen subjects. After that if you feel that there are places you deserved more marks, You can opt for rechecking.

Now you can check out Mah HSC Recheck Result
Check your Result and take hard copy of Results.

HSC is actually Higher Secondary Certificate. Basically it is a combined pack of both class 11 and 12. There is no specific qualify criteria. You just need to score minimum percentage in every to pass the exam. Rather the highest result and all kind of improved results are depends on your mode of preparation.

The score for top 20 percentile for various categories varies between 310-340 (as per 2019).
So according to your qouted details there are very high chances of yours getting into top 20 percentile in HSC board.

SEBC or the socially and educationally backward classes are always reserved a special category. In case of hsc or any 10+2 or equivalent examination from any recognized board can offer this special category only basis of minimum of 40%.
Minimum of passing marks is enough for it.
