Sastra University takes admission on the basis of 12th and jee mains scores . 30% weightage is given to the 12th scores and 70% weightage is given to the jee mains scores.
As per my view you would be able to get a seat in sastra but also consider this that these things depends on certain conditions like choices filled by the candidates, number of applicants in the counselling, previous years cut offs and difficulty level of the paper.

LLB is bachelor of Legislative Law . It is commonly known as bachelor of law, a three years course after graduation. LLB can be pursued after completion of graduation in any stream.
But if you want to go for law course directly after xii then you can pursue integrated course . In 2001 , for the first time the national law University , Jodhpur offered the integrated law degree of BBA, LLB ( hons ).
Integrated law degrees are being offered now in four different streams and honours specialization by various NLUs -BA/ BBA/ BSC/ LLB HONS . Integrated degrees are of five years duration.

Yes you can take the admission in up govt college. As I also studied my 10 class from Hyderabad state board. And now I am in cbse class 12 in up. You have to face some problems but can get admission.
