Yes you are eligible to appear for the UPSC examinations. As per the eligibility criteria you must have completed your graduation in any field from a recognized board or university. Also your age shoould be between 21 - 32 years of age. You will have 6 attempts possible.

It depends on your future plans. UGEE mode is for dual degree admission in BTech+MS programm in IIITH. It is more research oriented and will prepare you for research based jobs and higher studies. If you want to get into that, go ahead.
