You can study Bachelor's degree in any stream in Engineering, Science, Management, Law, etc.

After 12 th standard you can study degree in the field you are interested like B.Tech, B.A, B.Com, B.Sc, B.B.A, B.C.A.

If you are still in your intermediate second year i.e in your class 12 then I won't recommend you to start your UPSC preparation right now because class 12th is very important  and in this year you need to work hard to score well in your 12th board examination
