UPSC is conducted in three phases mainly Prelims, Mains and Interview

The eligibility criteria for appearing in UPSC exam is graduation and diploma is not considered as graduation. Therefore, you need to complete your graduation in order to be applicable for UPSC.

Firstly the eligibility criteria for appearing in UPSC is passed graduation in any discipline from a recognized University, there is no requirement of specific aggregate, you need to attain 21 years as on 1st August of the appearing year, and can apply even in the final year, see there
