hope you are doing great. So, with regard to your question, Integral university of Lucknow is not approved by ICAR for MSc agronomy. However, it is not that compulsory for every university to  be approved by ICAR. It is used to certify those universities with facilities like laboratories, milk meters etc.,.

Yes, you can transfer from  icar college in Hyderabad to Udaipur icar college, if the both institutions come under icar affiliation. Otherwise, it will be more difficult as a transfer within the university colleges will be easy. You should also have good academic background to do that.
