both the courses have their own benefits. you should choose according to your interest.
but yes, taking future scope and prospects in consideration is also required.
if we talk about bsc hons agriculture , it has limited scope , and not very much prospects outside India too. as compared to it, CSE engineering is nice, computer science is a fast growing industry , there is a lot of scope in here. also, not just in India but outside India too. you can get an average salary of around 5-6LPA. whereas after bsc agriculture it would be around 3- 3.5 LPA on an average , if you manage to get a good job too .

Your ICAR rank is very low. It is difficult to get seat in Goverment College.
UR reservation means Unreserved Candidates. Unreserved candidates are those who didn't come under any of the reservation such as SC/ST/OBC. The UR candidates are also called General Candidates. A student who is an UR can apply for EWS certificate which gives him/her a reservation of 10% for that the student have to get all the eligibility criteria for the EWS certificate to be satisfied.
