ICAR
Hey candidate,
To get a seat in ICAR ,based upon caste system. If your caste is SC/ST the rank requirement is 40% if BC then 50% will be enough.
If you are from General Category then the cutoff will be more compared to reserved candidates. And scoring 300+ will be a good score according to previous years. As of now there are no chances for you to get a seat .

Dear aspirant,
It is difficult to predict because cut-offs changes from year to year and depends on many factors like
# Number of students appeared in the exam
# Difficulty level of the exam
# Number of seats available
# Caste Category of the students, etc
You have decent chances of getting seat in good Colleges for your ICAR percentile, based on previous year's cut-offs.

Yes, You can get seat in ICAR if you have a caste based reservation. For SC/ST the minimum score required is 40% and for BC reservation the minimum score is 50%. For open category candidates the score will be more than the reserved candidates.
As you did not mention anything about your reservation. I cannot give you a precise answer whether you can make it or not.

As you have mentioned that you have secured 63 percentile and taking into consideration that you belong to sc category so let me tell you that it's difficult to predict about the exact situation.
Various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
