Indian nationals who have passed Master’s Degree program with a minimum of Overall Grade Point Average (OGPA) from any recognized University in India and abroad would be eligible to apply for the AICE – JRF/SRF (PGS).

No you cannot register directly in the third round of counselling as the ICAR AIEEA counselling registration began on November 7 and the ICAR AIEEA 2020 counselling registration ended on November 12. So today is the last day to register for the counselling if you do not register today then you will not able to attend the counselling. You have time till 11:59 pm tonight. So if you want to attend the counselling then tonight is your last chance.

Hope you are doing well. As per your query yes it will be difficult for you to get into a government institute through ICAR in accordance to your rank and your category. You can still try and see as the cutoff varies every year for the reserved category. Candidates securing 300+ marks in ICAR AIEEA can treat their performance as a good score. Such candidates will have chances to get admission under AIQ (All India Quota) in popular Agriculture universities. However, a score above 450+ can be treated as better performance and a 500+ score can be treated as the best score in the entrance exam. With this rank, your score would be between 591-600
It is really good score, you have decent chances of getting seat in good government medical college.
As top score is 720 this year, cut off is high.
Cut off varies every year depending upon no of seats available,last year's trends, difficulty level of exam and so on.
Government medical colleges that you can try:
1. All India Institute of Medical science
2. Maulana Azad medical college
3. Grant medical college
4. Bangalore medical college and Research
5. Seth GS medical college.

As your user profile says, you are medical aspirant, I guess you are talking about NEET Exam.
With All india Rank 14,275 in NEET, being a general category student, you would not get any government medical seat. Being a reserved category student, there could be possibility in Maharashtra, Karnataka, Tamil Nadu like domiciled state.

According to the cutoffs required this year , for SC category in order to get admission you need a score of 250-300 and above. Hence it looks like you have a low score and securing a seat in a government college would be very difficult . The seats are limited in most universities and the competition high , so you may apply and attend the counselling . Based on the seats available and the number of applicants you may get seat in low ranked college but your chances seems a little low.

There are only 15% government college seats allowed through ICAR exam.For general category 65-70% marks will assure to get a good college all over India.
General - 400 marks and above
PC- 270 marks and above
ST - 300 marks and above
It also depebds on your caste, as the cutoff is different for OBS, SC, ST . Since you haven't mentioned which category you fall into I've mentioned these.
