All the 3 colleges are average and almost equal in terms of everything. Still, if you want to choose one among the three I would suggest you go with Chetna then IES then MET.

The colleges mentioned by you require minimum 95+ percentile for general category as per previous years cutoff. The cutoff for this year has not yet been released and admission would depend upon the applicant pool. It is also differenet for different category and OMS.

It's good to know that you're a UPSC Indian Engineering Service enthusiast. According to medical guidelines issued by Union Public Service Commission board, a candidate with up to +-6 correction in eyes will be declared medical fit and can join the service. Given that there is no sign of pathological infection. In such cases, the decision of the UPSC medical board will be final.
Since you've mentioned that you have -20 and -19 in both of your eyes, I'm sorry to say but you'll be announced as medically unfit during the medical examination. Please, do confirm the same from the nearby ophthalmologist. I'm sure he can provide a detailed insight regarding your medical condition and if this can be corrected through LASIK operation or not.

The minimum requirement for being eligible for ESE examination is graduation . Final year students can also apply for the prelims exam . You can appear even after pursuing those mentioned courses . But the most important thing is that there is also an age criteria which you must fulfil in order to appear in this examination .

I don't think you have much time left for GATE ,you have 1 month .It is impossible to do everything from scratch.What you can do is revise the topics which you have studied earlier and start giving mock test so that you will understand the question level and its type.After each test analyse your mistake and revise the topics in which you have done mistake and then after give test again.You can make formula chart for subjects to remember all imporatant topics with all formula.This can be helpful.
