My simple answer would be choose well according to your interest in the stream. Both of the colleges are premier institutions. If you're having serious interests in Metallurgical and Material Engineering then go for NIT Raipur else if you're enthusiastic about chemical engineering branch,

Being a student of chemical engineering in IIPE, my personal opinion about the course curriculum is "excellent" and the professors are very helpful and available! The seniors are very cooperative.

IIST B.Tech Cutoff 2021 - Indian Institute of Space Science and Technology will release IIST B.Tech 2021 cutoff in online mode at the official website. The minimum scores that candidates have to secure for admissions will constitute the cutoff of IIST B.Tech 2021.

IIPE is good for petroleum engineering, if you compare it with IITs then IITs have much more to offer than IIPE, IIPE is same as NIT, but only if you want to do petroleum engineering.
So if you want to study petroleum engineering you can definitely consider IIPE.as it's also one of the good colleges in India.
Also IIT BHU is one of the best college is better than IIPE.

According to the information available about the cutoffs of IIIPE for general category students for b.tech in petroleum in 2020 and also according to the previous years trends and this year cutoffs for first round it is around 19000 - 20500 and for second round it is around 20500-21500, for third round 21500-23000 and for fourth round it is around 23000-25000.

It depends on how many students have left their seat.
You have to be aware about the system. When any person taken admission leaves the seat then the students in the waiting list are asked to take admission according to their serial number.
So it depends on how many seat have been left by the students who have already taken admission in the course.
