No you are not eligible for the GATE 2022 because, BSc. BCA and BCS (a three years degree) students are not eligible for writing GATE Exam. However, after completion of BCA, if he/she are studying 2nd or 3rd year MCA, then they are considered as eligible for writing

In my opinion you should go for IIIT Hyderabad.
Some points comparing IIIT H with IIT H are :-
l IITH is relatively quite new, so it doesn’t have that reputation as the old IITs have, and secondly the campus is not fully build one might be a little
You are saying your rank in JEE mains 56000 in OBC category and the general rank it is 182746.
Now a days the competition is too high. According to the previous years cut off trends your nephew don't have chances to get admission into any NITs, IIITs or GFTIs.
