see it should not be a good option to change from cbse, since cbse is centralized board many competitive exams like jee main, icar, neet syllabus is closely related and matches with cbse 12th standard syllabus, so just your coaching class mates are from different board you should not

No you can't change options after counseling form is submitted once. Due to this, it is important to be cautious and choose college options which will be more suitable as per the merit and entrance score.
In 2ns round, they will consider college options as per 2nd phase cutoff.
No you cannot get a seat in IIT after JEE Mains, after JEE Mains you can apply for NITS and some private universities of state. And to qyalify into IITs you need to crack the JEE ADVANCE examination which you can give after qualifying for JEE Mains.
