You can get nits on this basis

Some of them are

• Nit patna
• Nit orissa
• Nit jaipur

I am afraid to confirm you that " preparatory rank" is not really a rank . Every IIT has separate quota seats for SC , ST , OBC etc. These seats go vacant in every year . So the vacant seats are allotted to students of that respective

If your category rank is 698 then yes you would definitely get a seat at some good IITS, and you may also get the top branches at the low ranked IITS.
