After qualifying gate , GATE COAP 2023 will be conducted for admissions to IITs on the basis of GATE scores. Candidates will have to register at COAP portal . However, IITs will release their individual application forms which candidates will have to fill and submit before the last date..

Hope you are doing great. You must have been known that the Indian government's Ministry of Human Resource Development (MHRD) regulates all IITs (Indian Institute of Technology) and NITs (National Institute of Technology). As a result, the fee structure at all IITs is essentially the same.
The DBT (direct benefit transfer) system, where the HRD ministry or the ministry of social justice & empowerment funds students to pay IIT fees, can help those who are unable to do so. Currently, 48.5% of IIT undergraduate students receive merit scholarships from us rather than paying tuition.

Dear student, If you belong from SC category , then you must have to secure a very good rank, as well as marks in jee advanced to get CSE in any one of the top 10 IITs . Now, for getting a sure seat in the 10th ranked iit, you have to secure atleast under 170 to 200 rank for getting cse. So, for getting 170 sc rank you must have to score atleast 140 marks in jee advanced. Then you can imagine that for getting cse in top iits like iit madras, iit Delhi or iit Bombay you have to secure under 50 sc rank, that is your jee advanced marks must be above 160. So, I think you have got a rough idea of marks or ranks for getting a sure seat in cse in top 10 iits.

Respected sir/mam, you can not take admission in any IIT in any course on the biases of JEE mains, to get admission in IITs you need to first qualify JEE mains and then appear for JEE advance, your rank in JEE advance will decide which IIT you can get, or weather you can get an IIT or not.
However there are many colleges that offer admission on basis of mains, and some of them are at par with IITs, say for example NIT Trichy or IIIT H. For more information on that you can use the following tool

When it comes to NITs, IIITs, IITs, and CFTIs, counselling is handled by either JOSAA or CSAB, and seat allocation is based only on JEE-Main/JEE-Advance rank, which is disclosed in the final results. prior to the announcement of JEE-Advance 2021 results. If you take the JEE-Main exam and pass the JEE-Main qualifying cut-offs to qualify for JEE-Advance, you must then take the JEE-Advance exam. If you score well on the JEE-Advance exam, you can then apply for admission to several IITs based on your JEE-Advance rank. Given that IITs are India's most prestigious engineering institutes, there is no reason to attend NITs if you are going into IIT.
And yes you are eligible for Both IIT and NIT after JEE advance too.

The Central Seat Allocation Board (CSAB), has been constituted by the Ministry of Education, Govt. of India for coordinated admissions to various undergraduate degree programs of engineering, technology, and architecture in NITs, IIEST, IIITs and CFTIs based on JEE- Main rank, preferences and availablity of seats.
CSAB 2022 will be conducted separately for the three channels - CSAB NEUT( North-Eastern states and Union Territories), CSAB UT (supernumerary seats in the Union Territories), and CSAB SFTI (Self-financed technical institutes).
Predicting college is difficult as JEE Main cut-off differs every year based on various factors like -
1. Difficulty level of examination
2. Number of students who appeared in the examination
3. Total number of seats available for each branches.
Based on previous year trend you can consider NIT Jalandhar, NIT Hamirpur, NIT Goa, NIT Sikkim, NIT Silchar, NIT Puducherry, NIT Agartala, NIT Arunachal Pradesh, NIT Raipur if any of them is a Home State to you.
Another college you can consider is HBTU. You have chances of getting a good branch here. It's a highly reputed government Institutions.

See for 2022 there is no percentage criteria for this session i.e. 2022-23, So as you have passed class 12th with 65% aggregate so you are definitely eligible for admission to NITs/IIITs/GFTI on the basis of JEE-Main score and in IITs on the basis of JEE-Advance score.

The Cutoff for JEE mains is very different for different category Students. So, since you have mentioned that you belong to ST PWD category, so in order to clear JEE mains you just have to score 12-17 marks in JEE mains out of 300. That means you just have to give correct and accurate answers for 3-5 questions in JEE mains and then you can qualify jee mains and can be eligible to appear in JEE advance.
now in JEE advance 5% of the seats are reserved fro Pwd Candidates. So If you crack JEE advance then you can easily take admission in IIT (according to the rank) . So according to the previous year Cutoff, you need to score at least 30-35 marks in JEE advance to clear IIT.

The minimum score to get a good IIT varies greatly every year. And moreover the definition of good IIT is very hard to say. But I believe all IITs are good.
It's always safe to score above 40% score in advance to get a good IIT and a good branch.
A rank close to 300 needs 167 marks and can assure that till 4000 ranks you get top IITs and best branches. So, always make sure to score close to 50% to be extremely sure.
