It seems that you are asking for IIITs on the basis of your rank but if you are talking for IITs then with OBC rank 16,000 in JEE-Advance you cannot get good IITs even lower IITs are also difficult..Considering your question about IIITs so according to the category

It is quite difficult to recommend colleges for you. There is a chance that you get NIT Durgapur with this rank if the cutoff goes below previous year. If you think other than CSE, you have plenty of chances in various NITs like NIT Bhopal, NIT Calicut, NIT Delhi etc.
