as on when you are filling the form caste certificate isnt mandatory!
during the application filling process you neednt have the caste certificate with you but after writing exam and when results are declared-during the counselling process you would be asked to submit the caste certificate form.
A BDS graduate can pursue masters in public health but not MHA as for mha the eligibility is MBBS passout only in PGI Chandigarh.

You can get into PSGM and Thiyagaraja with good tancet scores.The eligibility criteria to get into the college is 55% from recognised university.They have not mentioned weightage to past academices.THey have mentioned Entrance exam,GD and PI scores to get into this college.If you score good marks in qualifying exam.GD
