I assume by CDS you meant Combined Defense Services. If it is so, yes you can. You have fulfilled the minimum educational qualification. However, there is a separate age bracket for each of the group of services like IMA, Indian Naval Academy, Air Force Academy, Officers Training Academy.

Yes, you can purue MA in French.

Eligibility Criteria for MA in French -

Graduation completed in any stream, from a recognized educational Board.

A minimum aggregate score of 50% (45% for SC/ST/OBC candidates) at the level of graduation.

Well what you have got in your graduation, it's good. But main is CAT. If you don't score good in CAT then all will be well, but if don't score good in CAT, all will go in vain.
