Yes, you can do diploma course in Mechanical Engineering.

Those candidates who have passed matriculation/10th with Mathematics, Physical Science & English from Central or State Board recognized by Govt are eligible for Diploma entrance exam.

Your age should be below 21 years.

If you're aiming for IIMs it will be difficult owing to past scores. But there alot of private Bschools that do not consider Past academics alot and focus rather on Cat scores.
So yes you can definitely get a good MBA college if you score 90+ percentile in Cat.

You might get profile calls from baby IIMs otherwise below 95 is quite difficult. Other good colleges are Tapmi, Great lakes, Kj Som, Simsree, GIM, IIT Roorkee, IISWBM, BIM Trichy.

yes, it's compulsory and if you don't have that they might not allow you to attempt the exam of the particular subject and you will get a drop in that subject.

and they take it very seriously.

so a safer side at least have attendance of 80% in all subject
