Admission in State Colleges in 85% State Quota in a state matter. Any official order taken by state will be the final. 

Now coming to bond , some states have such bonds like Harayana where you have to give 5 lakhs if you leave the seat after taking admission.

Since you are from an English Literature background, at the cost of sounding stereotypical, I am assuming that you are not too keen on opting for Finance.
