For RBI Officer Grade ‘B’ (DR) - General the education qualification required is Candidates with a minimum of 60% aggregate marks in graduation as well as in class 12 ^th and 10 ^th . So you are not eligible as you have 50% in 10th. Please click the below

Yes the dd fees is deducted from the college fees but a small amount like 500- 1000 is deducted sometimes as the counselling fess but that is not always the case.
