Actually this is a very average percentile. And in that percentile your general rank might be over 3.5lakhs. as per you have mentioned your all India SC category rank is about 39000.

You have pretty good score for getting seat but as you said you are from general category and for general category students it should be above 600 + for getting admission into the best government colleges. And also there is 85% for state quota seats and 15%  for AIQ SEATS.
