The posting of of forest officers basically depends on the slot availability all the vacancy in any particular region, which has no no link with weather it is a small town for a big metropolitan city.
But, since the role of a forest officer is related to forest and wildlife, it's most likely that he might get posted in small towns at first because there is more possibility of forests in such areas.
