I dont think so. Eveb through thats such an amazing rank, cse closes at about rank 60-70. And 70 is a very long stretch. You can obviously give your name in the waitlist but i doubt someone might give up such a seat.

As you mention your rank may  it is not possible to get JNTUA University... as for admission  Candidate should rank below 50 but you can get other colleges with your rank:
