your gate score is quite low for admission in top ranked iit or nits. how ever cutoff for m.tech admission differ year to year depends on gate question paper. you can apply in iit patna, jodhpur, varanasi, indore and for nits, nit harimpur, jamshedpur, surathkel,kurushetra would be good.
Based on your score and since your category is general , there are very few chances of getting any old IIT and top NITs. You can try for new IITs and some low ranking NITs. If you want to take a good IIT or NIT then you have to compromise

see score differ year to year and college to college. but you need to understand 604 is not enough to get a seat in mtech in old iits or nits. you can consider new iits like iit jodhpur, patna, gandhi nagar, iit tirupati and palakand.. for nits you
