My GATE19 score is 358 in EE , marks :40.33 , rank :17063, category :SC. Can i expect M.tech Call from any IIT?

You can get a call for IIT Bombay(for all M.Tech program), IIT Madras(Microelectronics and Photonics), IIT Patna, IIT Roorkee and IIT Indore.

No you can't get admission in IIT for btech because you are not fulfilling basic eligibilitiy criteria .

Performance in 10+2th Standard (or equivalent) Board Examination:

Assuming you in the general category your chances of getting some good colleges is decent. The cutoff for some of the colleges that you might get are listed below:

Hello dear, 

If you want to secure your seat in NITs and iits try to score above 50% marks in both jee mains and jee advanced respectively. Also try to get percentage above 75 in higher secondary school examination.

The cutoff for microelectronic for IIT Madras is 698 and for IIT Bombay it's 777 . They are previous year cutoff based on score.

As per your score and previous year cutoff, the colleges you get in first round are:-

Hello dear, 

In order to get seat in IITs you should try to score minimum of 50% marks in jee advanced in general category, with this marks you can get rank under 5000 in general category .

If you are a general category student then with this percentile I dont think there's any chance for NITs or IIITs. There can be few GFTIs in which you may be eligible, but that too chances are slim.

Your score and rank are good.Based on previous years cutoffs you have a good chance of getting to the higher ranked IITs such as IIT BOMBAY, IIT Kharagpur,IIT Kanpur, IIT Madras,etc.So,many congratulations to you and you can select college as per your priorities.

Most of such degree holders become managers in the industry.
