Im a Maharashtra board student. If I give my improvement exam in July 2019 , am I eligible for admission to NIT or IIT in 2019 ?

I am sorry to inform you that you won't be eligible for admission to NIT or IIT in 2019. But don't lose hope. You can still go for other good colleges that don't have any such condition. You can even try next year.

After clearing GATE you get M.Tech degree from IITs or NITs. See every year cut-off varies from category to category and for different IITs cut-off is different. 

But you can check all previous year cut-off of different IITs and NITs along with categories from the below link

See, everything is dependent upon the standard of the question paper. Let me  explain you one example. Last year and last to last year the topper of Mech department Scored somewaht 94.08 and 94.76 respectivly.
