As preparatory course seats are offered only for empty seats which are very less in number, there is absolutely no chance at such a lower rank.

YES, you can apply for PREPARATORY COURSES in IIT's and you have a decent chance to get a seat in your desired branch since your rank is quiet good.

If your OBC category rank in JEE Adv is 6784, you won't be getting admission in any of the IITs. The cutoff for OBC category usually comes around 4000. With that, I don't think you have anything else to do with JEE Adv rank. You can tryu

Choose any college on the basis of their ranking, placement and faculty. There are new iits which are good but some are not. I would say that choose a prestigious nit over iit.
