There is no concept of getting a free seat in IITs . You need to clear jee advanced to get into these colleges . And you need to be under atleast 2-3k to get a good branch in these IITs in these colleges.
The cut offs although varies a bit depending upon the certain factors such as number of candidates appearing in the examination, previous year cutoffs and difficulty level of the paper.
Candidates who qualified the Joint CSIR-UGC NET exam held in December 2022 - June 2023 wouldn't be eligible to apply for PhD programs at IIT Delhi based solely on their NET score. IIT Delhi conducts its own independent entrance exams and interview process for PhD admissions. Qualifying the CSIR-UGC NET doesn't automatically guarantee admission into an IIT Delhi PhD program. The CSIR-UGC NET exam primarily serves as a qualifying exam for eligibility to apply for Junior Research Fellowship (JRF) and Lectureship positions in Indian universities and colleges. First of all let me tell you that pulp and paper technology is M.tech course available in IIT Roorkee and it is not B.tech course.
In addition to this, for doing M.tech in IIT Roorkee you need to give gate or if you are from IIT then your good cgpa can get you directly admitted to the course.
But in general you need to get there through gate score .

As you have passed your 12th examination in the year 2021 , then there is a total of 3 attempts of jee mains you can give and that is 2021,2022 and the year 2023 . You are not eligible to give jee attempt in the year 2024 .
For IITs you can give only two attempts of jee advanced and not more than that. For JMI you have to get it in this year itself and next you won't be eligible to give jee mains and you cannot get admitted through jee mains.
I would also suggest you to give a try for other colleges or state colleges . There will be a good chance to get there as it's a two year drop. You need to get into a good college.
