If you want to join IITs then you have to clear JEE Mains examination and then clear JEE Advance examination. After all of this you can get IIT college. Now total IIT seats number 13,674 till 2020.

see cutoff score varies every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix for any particular stream, candidate category etc. based on previous years cutoff and considering you as  general category,  you have no chances in iit delhi for construction management.

Although you can study Robotics by taking any course in IIT, there isn't anything specific. However, if you very much focused on that, then try for Electronics or Mechanical Branch. Robotics in general comes under the mechanical branch, but having a knowledge about electronics would also help you.
