According to the rank and category mentioned by you in the question you have almost no chances of getting into any of the IITs. See there are very few seats under SC category which remains vacant for Preparatory courses so on such Preparatory rank it is not possible to get any of the IIT as per previous year's cut-off.
Note that the above prediction is made on the basis of previous year's cut-off and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
But if you have good rank in JEE-Main then you can get good NITs also and you can predict the colleges which you can get from JEE-Main by using JEE-Main College Predictor :-

It is the best college for geo-mining branches in Asia. Also there is a scope of wonderful placements in the mining branch. All students of dual degree are placed in the core companies. Students of B.Tech in mining are placed up to 80% in the core companies and rest are placed in consultancy companies but overall, the placement is 100% always with the average CTC of 12 LPA.
Total fees is 3.15 lakhs, which is not much expensive for dual degree course for 5 years (full time).

First of all, "As the trend going on, No college is better than IIT for Engineering." But many other colleges have also shown excellent results in the field of placements, exposure, linking to international relations and many more.
If you are getting your interested stream in the IIT, then according to me you should surely take it because the exposure in IITs will provide you the best environment and the your learning skills will also improve.
But as you asked for any other college, There are many top NITs also which comes above also from some IITs and you can take admission through counselling according to your JEE Mains marks, which is going to start from 6th October, 2020 only.
If you have interest regarding top private colleges also and state colleges too, then you can take it.

I am afraid to confirm you that " preparatory rank" is not really a rank . Every IIT has separate quota seats for SC , ST , OBC etc. These seats ho vacant in every year . So the vacant seats are allotted to students of that respective category for a one year course . If they pass then they are eligible for undergraduate courses at IITs and they get direct admission in those . However students doing preparatory courses can sit for JEE ADVANCED next year also.
