    No, for getting a seat in IIT Hyderabad you must get a good rank in JEE Advance.Through JEE mains you can only get in top NITs.

    yes you may take admission in b pharma courses in west bengal state colleges. however for other state candidates seat criteria is different. like jadavpur university has 10% seat reserve for non domicile candidates.
