Yes you can apply for jee mains as caste certificate is not required to be uploaded while filling jee mains application form but yes you will need to upload it while filling jee advance form if you qualify jee mains with good score.

If you are applying for any university which is taking admissions through National level test, then they'll only consider the national(Central) OBC certificate for eligible OBC candidates. It does not matter if the university is in your state or not.
