Yes you can get an IIT, with your ST rank, it all depends on the branch you want and the IIT which you want to go to. So each branch and college will have different cut-offs, and CSE has Maximum cutoff. So getting CSE in top IITs is very difficult

1.The seats reserved for respective category are vacant(SC category seats for you).
2. Candidates have not accepted a seat in the preparatory course earlier.

Admission to IIT's are done on the basis of JEE advanced marks and in NIT's are done on the basis of JEE main marks. Also admission to this colleges depends on various factors such as category, home state quota, branch, number of students applied, number of seats, etc.
