According to last year statistics, the top 20 percentile cutoff in UP board was 338. The cutoff may increase or decrease by a small amount this year. So with 350/500 marks, I think you have a high chance of clearing the 20 percentile cutoff in the year 2020.
First, you have to appear for JEE Main and qualify it. It's cut off score varies every year but is usually between 70 to 95. So you should try to score more than hundred marks out 360 in jee main for safer side. Then you will appear for jee advance.

both BITS and IIT hydrabad are are premier engineering institutes in india, IIT is way better in terms of teaching, placement and value. you must go for iit without a second thought.
