This course is offered by G.S.Sanyal School of Telecommunications, IIT Kharagpur. They started this M.Tech program from the academic year 2017. Me, being the student of first batch of this specialization, i suppose i can give enough information.

In the allotment process you have an option 'Accept or Freeze'. Here select freeze option and search if there is any available seat in Signal processing Stream, If there is chance you can upgrade to Signal processing stream otherwise you have to take only Communication Engineering only because it's decisive.

Your chances of getting IIT Guwahati with a SC rank of 2262 is quite difficult. However, you might upgrade to better IITs in round 2 than Gandhinagar.
