IIT KGP accepts only XE and AG GATE scores for Food Process Engineering. They haven't started to admit GATE XL students yet. So the Answer to your question is NO.
Dear applicant considering the honest scenario of the inner educational atmosphere of the Colleges unless you get IIM Lucknow, Ahmedabad or Kolkata, it is not that satisfactory to take admission in the other ones. Whereas in case of IITs like IIT Madras, or IIT Kanpur it is way too better than to choose the less preferable IITs. So it is extremely important to get the seat at a good Institution, choose wisely.

No, it is not possible currently in case of 5 year Dual Degree Courses to leave college with a BTECH degree of 4 year. However if it was the other way round, where you were doing 4 year Btech and wanted to convert to Dual Degree then you could do that. But for you question, No you cannot leave a 5 year integrated degree with btech degree only.

As you are an obc category and considering your percentile let me tell you that there are fair chances of getting a seat in iit kgp in the mba course however it also depends on your interview and the previous year cut offs trends.
But , on a general basis you will definitely get a call from kgp if you apply there.

I hope that you and your daughter are doing great.
According to my opinion, 7.23 CGPA is good but because of this covid scenario and since your daughter's online classes are also going on, she should gradually increase her CGPA as it will make her the lead performer in her class.
Take the advantage of the online classes and focus on Improving the CGPA greater than 8 or 8.5 at least, as it will help her in the Interview round as well.

Core branches are always demanding in nature so you will have to work hard in core branches. Coming to the comparison you mentioned i would suggest you too go ahead with iit roorkee ece as ece is a branch that is related to it industry hence better placement scenarios are there whereas ee is a core branch and placements are not as great as ece comparing both the colleges iitkgp and iitr so there is nothing separating them they are both masters of their domain the only deciding factor maybe the branch in which iitr ece might win so choose wisely.
Dear Aspirant, Computer Science (CS) in IIT Kharagpur will be the best option as compared to EEE branch in IIT Bombay.
