In order to get IIT Bombay your rank should be under 3000 and for IIT Kharagpur your rank should be under 6000 in genral category.

Cut off rank varies as per the branches as well.

yes the student is eligibile for appearing in law enterance exam in IIT kharagpur , the candidate would be giving exam on provisional basis and that provisional will turn out into permanent on the declaration of class 12th results.  but student can appear for entrance.
