There are about 11000 seats in all IITs. And older ones may have alone 5000 seats. So now coming to the points

If you want CS in any IIT than you should have rank less than 500. For core branches your rank should be in 5000 for good IITs.after

No you can not take admission .

The eligibility criteria for admission is :

Minimum 75%marks in 12 and also in each PCM subject for general and OBC category

And it is 65%for SC/ST 

or if you are in top 20 percentile.

For doing PG in IIT Madras please note that you have to take GATE exam in the year you are in your last semester and the second imporatant requirement is ( if you are studying in an IIT) that you are Graduation from IIT with 8.0 CGPA.
