The life of an IOCL officer or an engineer depends whether he is working in which department.
Since IOCL has several dept. so if you are working as an A grade officer then your pay will be good and you will be also leading a good life.
There are various dept. in IOCL:
Hence life depends on which dept. are you working.
But overall you will work on different projects sometimes for industry or sometimes for the R&D dept.

I am afraid that you are calling Mechanical a non-manufacturing branch.
Quite strange!
IOCL and some other PSU's are only inviting apllications from Mechanical and Electrical,because they need the graduates who can work in the industrial sector as well as in the private sector.
And there are many PSU's whose main focus is only on the graduates of Civil,Electronics,Chemical engineering..etc.
So every PSU accepts the applications depending on the branch with which the graduate gives the GATE exam.
Please don't call Mechanical a non manufacturing branch.

If you are an gate aspirant,then you should focus on your specific branch and first focus on the exam,then comes placement in psu's.

As the Manufacturing Engineering falls under Mechanical Engineering, so, applying for Mechanical Engineering in IOCL and ONGC excludes Manufacturing Engineering from the entrance exam of GATE. For further confirmation, you can call IOCL and ONGC helpline numbers.

final selection is totally depends on how was your interview and gd round marks and gate scores . if this things are fine then you have chances to get shortlisted. some times if there are large number of candidates then btech marks are also evaluated.

Minimum marks for selection in psu iocl depends on many factors
1)seats vacancy
2)paper difficulty level
3) Branch
So minimum marks varies from year to year
And they evaluate you on basis of score of 100
In which 85% weightage is given to your gate score, 5% to gd and 10% to your interview and now the final scorecard is prepared.
Minimum marks for receiving any psu call is very branch specific thing and also depends on vacancy in that particular year

General and OBC (NCL) category candidates must have a secured at least 65% marks in aggregate in the qualifying examination, whereas for SC/ST and PwD candidates the eligibility is minimum 55% aggregate marks.
