according to previous year's cut-off and this year's expected cut-off you're having chances at many psu's like NTPC but the cut-off score will vary with different year.and also it depends upon your category and different psu's.to know  previous year cut-off of different psu's,

This was because candidates need to mention GATE registered no# on the IOCL application form. The last date to fill and submit the application forms was February

Yes, it is. General and OBC (NCL) candidates should have secured minimum 65% marks of equivalent CGPA in the qualifying degree examination.

SC/ ST/ PwD candidates are required to secure at least the passing marks to be eligible for the recruitment process.

As I can see here, the forms for IOCL recruitment are not out yet and are scheduled to be made available is a few days. The last date for application is not announced till yet either. And same goes in the case of BHEL.
