As you said you are pursuing BSc from IGNOU, so appearing for practicals are inevitable, you've to appear for it in order to pass your graduation in IGNOU, you can contact co-ordinator of your study centre in regards to dates for practical exams.
Yes there is sectional cutoff. For general category, cutoff is 50% of total marks where as for reservation category:- 45% of total marks.
