The national testing agency has not yet released the application form, The scheduled date for filing of application form was 1st feb 2020 but it is tentative so the reason you are not able to locate OPENMAT application form is because its not yet released but it will be
DHNE Program is for a duration of one year in IGNOU. Couse Fee is 2000.
About scheduled classes, you need to contact coordinator of your study centre for that and assignments get uploaded in the official website of ignou only and the same goes for exam date as well.
